BLUE SHIELD NORWAY: ANNUAL REPORT 2011


The Norwegian Blue Shield Committee (BSN) in 2011 consisted of Axel Mykleby (ICOMOS) (chair), Leif Pareli (ICOM) (deputy chair) Svein Arne Tinnesand (IFLA) (treasurer), and Linda Holmås succeeded by Inge Manfred Bjørlin (ICA). The Committee had three meetings during the year as well as frequent contact by e-mail. Most important issues in 2011 were:

Participation in Travel and Tourism Exhibition:
BSN participated in the Norwegian Travel and Tourism Exhibition in January 2011, with Arts Council Norway, ICOM Norway and others, handing out information about illegal trade with cultural property.

Stop Heritage Crime:
A Norwegian-Polish EES-project. Axel Mykleby and Leif Pareli participated and gave lectures; these have been printed in separate publications in Polish, Norwegian and English.

Ratification of the Second Protocol of the Hague Convention:
A new initiative from BSN was again postponed because of objections from the ministries of Finance and Justice.

A Cultural Card deck for soldiers:
BSN participated in producing a deck of cards with texts and pictures of cultural heritage at risk in war situations, in cooperation with the Arts Council Norway, ICOM Norway, the Directorate of Cultural Heritage and the Norwegian Defence University College. The cards will go into production in 2012.

Location of a new Edvard Munch Museum:
BSN has objected to a proposal of locating the museum in the harbour area, due to the risk of flooding.

Security in Museums, a seminar organized by the Norwegian Museums Association

Use of the blue shield in military training fields

Statoil’s participation in oil enterprises in Iraq, without proper archaeological surveys

Norwegian participation in air strikes in Libya, possibly affecting cultural heritage sites

Participation in the Association of National Committees of the Blue Shield (ANCBS)
As Treasurer of ANCBS, Axel Mykleby participated in several meetings: with the City of The Hague, of the ANCBS Board, with the ICBS, and preparations for the General Assembly of ANCBS to be held in Vienna in April 2012.
